Residential Driveway The Concise Oxford Dictionary defines “street” as a public road in a city, town or village.” “Highway” is defined as “a public road; a main route.” A residential driveway does not fall within the definition of a street or highway as it is neither public nor a main route.

The Concise Oxford Dictionary defines “parking lot” as “an outdoor area for parking vehicles.” A parking lot is a large public space where multiple vehicles are parked. Parking lots are found at public venues such as shopping malls or hospitals. A residential driveway is part of a private residence not accessible to the public where a few vehicles are parked.
... residential driveways are not streets, highways or parking lots and therefore do not fall within the definition of road building.
